Owings, a lifelong resident of Calvert County, served as Secretary for the Maryland Department of Veterans Affairs from 2004-2007 and again from 2015-2023. He also represented District 29A and District 27B in the Maryland House of Delegates between 1988 and 2004.

"George is a great American, and endearingly called Our Beach Boy by Grace Mary Brady during her presentation that captured images of George's life at a recent Town of Chesapeake Beach Council meeting. George has accomplished many things, but his passion was honoring, protecting and providing for our U.S. veterans. I can not imagine a better place to celebrate George's life than at the American Legion Post 206 in Chesapeake Beach, MD",  stated Mayor Patrick "Irish" Mahoney
